A key pillar of the $11B in research investments Commerce is making as part of the CHIPS Program is the National Semiconductor Technology Center. This will be a public-private organization led by an independent CEO and board of fiduciary Trustees. Its mission is to establish research facilities that work key research aspects of future semiconductor needs thereby strengthening the domestic semiconductor infrastructure. An important part of the NSTC will be a strong access infrastructure for US companies and startups so they will be able to practically leverage the NSTC capabilities. Major infrastructure elements include aggregation of fabrication MPW’s, EDA/CAD software capabilities and a shared IP library.
